Das Grundprinzip einer Smart City beruht darauf, dass die Anspruchsgruppen «Regierung» (Parlament und Exekutive), Verwaltung, Wirtschaft und Bevölkerung in den Bereichen zusammenarbeiten. Die Stadt Wetzikon ist ein wichtiger aber nicht der einzige Taktgeber.

Entsprechend handelt es sich bei der Realisierung von einzelnen Smart City-Projekten um Teile einer langfristigen Initiative mit vielen beteiligten Anspruchsgruppen. Im Rahmen einer Smart City-Strategie wird typischerweise ein Zielbild erarbeitet. Dieses Zielbild stellt einen gemeinsamen Rahmen der smarten Stadt der Zukunft und eine grobe Planung dar. Das Zielbild erklärt interessierten Bürgern und Einwohnern, wohin und wie sich Wetzikon entwickeln will. Die Strategie dient dazu, den Kompass gut auszurichten und den Überblick bei den verschiedenen einzelnen Projekten nicht zu verlieren.
